The state with no centre

Every other big industrial state in India organises itself around one city. Tamil Nadu has Chennai, Karnataka has Bengaluru, Maharashtra has Mumbai. Andhra Pradesh gave up its capital in 2014 and has not replaced it. What it has instead is a line of separate industrial nodes strung along the coast and the interior, each with its own character and each a long drive from the next.

The numbers say the industry is real. The Annual Survey of Industries puts 6.16% of all the factories in India inside Andhra Pradesh, fifth among the states. What the numbers do not show is that those factories are not in one place, and that the distance between them is the thing that breaks systems.

These are the questions that only appear once your locations are far enough apart that nobody sees all of them in a week.

• Stock in transit is not a rounding error. When a transfer between your own warehouses takes two or three days on the road, there is always material that has left one place and not arrived at the other. If the system cannot hold it as in-transit stock, your closing balance is wrong at both ends on the last day of every month.
• Each node prices differently, and that is usually correct. Freight from a coastal plant and freight from an inland one are not the same number, so the landed cost to the same customer differs by origin. Modelling that properly is what stops your sales team quoting from the wrong location and losing the margin in transport.
• Authority has to be delegated without being lost. A plant manager six hours from the finance team needs to be able to approve things. Approval limits by location, by value and by document type are how you give them that without giving up control.
• One master list, not three. Nodes that grew separately will have three names for the same item and three codes for the same customer. Consolidating that is the least glamorous part of the project and the one that decides whether group reporting ever means anything.
• Reporting that answers by node. Stock, receivables and margin by location, available without someone driving between them, is the whole reason for doing this.
